Marks examines how the United States failed to safeguard the nominal independence of Korea in the decade between the Sino-Japanese War and the Russo?Japanese War, despite earlier treaty ties and rhetorical commitments to Korean sovereignty. Focusing on American diplomacy toward Japan and Korea from 1894 to 1905, Marks argues that Washington gradually accepted Japanese predominance on the peninsula, culminating in tacit acquiescence to Japan?s protectorate after 1905 rather than any meaningful defense of Korean autonomy. Within this framework, Marks pays particular attention to the situation of Americans in Korea - missionaries, businesspeople, and consular officials - showing how U.S. reluctance to challenge Japanese expansion undermined their security, influence, and ability to operate independently of Japanese control. He situates their experiences against the backdrop of great?power rivalry, demonstrating that the shift in U.S. policy from nominal support for Korean independence to acceptance of Japanese suzerainty left American residents exposed to shifting regulations, surveillance, and constraints once Japan consolidated authority after the Russo?Japanese War.
