This American career foreign services officer served as Franklin D. Roosevelt's foreign policy adviser, then as his Under Secretary of State from 1937 to 1943, resigning amidst rumors of a hush-hush sex scandal. TNS, 1p, 7" X 9", Washington, DC, 1940 November 9. Addressed to Arnold F. Gates (1914-93, noted Lincoln and Civil War scholar). Near fine. On "Under Secretary of State" letterhead featuring blind-embossed U.S. seal, Welles sends an admirer "a signed copy of the address which I delivered in Cleveland on September 28 last." -- just a couple of months after the incident that forced his early retirement three years later. Usual bold, bizarre signature. Accompanied by a superb and unusual glossy 8½" X 6½" black and white news agency photograph FDR and Churchill and two rows of dignitaries seated aboard a ship. Original mimeographed paper label neatly affixed to verso, dated 15 August 1941, captions that "History Made on the High Seas" and goes on to describe the scene: "Aboard the U.S.S. Augusta on the high Seas. This picture was made on August 9th prior to the formal dinner aboard the U.S.S. Augusta during the historic meeting of President Roosevelt and Prime Minister Churchill."
