Print on Demand. This book argues that the liberties of democracy are being eroded by corrupt mechanisms for electoral representation. The author suggests these systems produce demagogic, self-interested and dishonest politicians who do not represent public will or values. He believes that the majority is being deprived of representation, and that this failure is at the heart of the modern crisis of confidence in democratic government. The book's central argument is not that we should abandon democracy as unworkable, but that we should perfect it. By looking to the example of local elections for nonelective and nonpartisan positions, such as school boards and library committees, the author identifies a model for clean and effective representation. In such elections, the public interest determines the selection of candidates through honest political processes. This book argues that through such a mechanism, the best men can be brought forward, and the will of the people can truly be represented in government. It would not be difficult to draught an act of legislation that Should embody the suggestions of the following pages. But it is not time to attempt this; and it would require more than one mind to do it in the best way. What is here said is submitted, not as a system, but as suggestions in aid of a system. The first step is to concentrate public opinion upon the urgent necessity of reform, and then to agree upon the direction in which it may be practicable. Whether a philosopher, put under bonds to construct an unassailable Utopia, would adopt our theory of government, is a question which in this present year of grace we shall do well to put aside. For my own part, I accept the American principle of government by majorities with all cordiality, confident that we may constantly eliminate its evils by improving its methods.
The other papers in this volume were con tributed to the periodical already mentioned, and may be set down as padding, if the reader can find no better use for them.

As a contribution not inappropriate to the literature of our National Centennial, I offer some views of the direction in which electorial reform is possible in America. My conclusions in this matter were embodied in a paper (much of which is here reproduced) published last year in "Old and New," a magazine now extinct. I was agreeably surprised at the interest that this paper awakened. Persons wholly unknown to me and of widely different pursuits took pains to express their indorsement of the remedy it proposed, as well as their general acceptance of its expositions of the failure of our existing methods of representation. I was not, however, prepared to find that hope of relief through the adoption of Mr. Hare's system of voting was so generally extinguished in the breasts of our more thoughtful electors.
