The purpose of this document is to study the operation of ports of embarkation and determine the most desirable organization and procedure in support of large oversea forces and in support of peacetime occupation forces. Sections included mission and responsibility for operation, organization of ports of embarkation, operations of ports and related agencies, general administration of oversea supplies, and recommended organization and functions of oversea supply division.
