It gives a brief overview of the sugar industry in the years preceding the analysis. The author determines that the industry began to grow rapidly after 1853, and became massively dominated by domestic beet sugar industries by the beginning of the 20th century. Moreover, the author places considerable focus on the effects of legislation, especially in terms of excise duties and export bounties, on the growth of the sugar industry. The author concludes that the most important factor in the growth of the industry was the result of scientific methods employed in beet raising and in sugar manufacture, which allowed the cost of production to be lowered to the point where sugar became accessible to the average person.
