Jeanne A. K. Hey is dean of the College of Arts and Sciences at the University of New England in Maine. Her books include Small States in World Politics: Explaining Foreign Policy Behavior, and (with Frank O. Mora) Latin American and Caribbean Foreign Policy. Mark Allen Peterson is professor of anthropology and international studies at Miami University.
