[From front flap] "Professor Schlesinger has studied and written extensively in the field of Federalism in Central and Eastern Europe. This book is an analysis of the post-war problems of democratic devolution arising from variety in social and cultural outlook, and of the limits within which such variety might be integrated by federal organization. While there is a general discussion of European Federalism, detailed analysis is restricted to those countries in the political life of which the author has participated, and with the political experience and literature of which he is well acquainted. As an Austrian who has devoted intensive study to the problems of the U.S.S.R., Professor Schlesinger has given a central place to the problem of the multi-national state." Schlesinger (1901-1969) grew up in Vienna, was a Communist Party member in Austria and then Germany until his expulsion from the KPD in 1937, and reached Britain in April 1939. From 1948 he taught at the University of Glasgow, where he co-founded and edited the journal Soviet Studies with Jack Miller. Contents: Preface; Part I.
