This book explores the prospects for political consensus in Ireland and asks why it has proved so hard to achieve. It offers historical, legal, sociological and political approaches to the issue and examines the consequences of political initiatives and constitutional changes over the last 15 years in Northern Ireland. Included are a major survey of interpretations of the Northern Ireland problem, essays on the communities' perceptions of the conflict and its possible resolution, analysis of the 1985 Anglo-Irish Agreement, a striking proposal for joint sovereignty, and a comparative analysis of Northern Ireland, Belgium and Nigeria. Although no single, easy solution to the problems of Ireland are givcen, a process of compromise that seeks to confine, reduce, and avoid conflict which accomplishes a reconciliation of economic interests is presented as hopeful.
