Hardcover. "The Civil Service in the Modern State" is an influential comparative study that explores the institutional foundations of public administration during a transformative period in global history. Authored by Leonard D. White, a leading figure in the development of administrative science, the work provides a detailed examination of the civil service systems within several major nations, including the United States, Great Britain, France, and Germany. The text focuses on the structural and functional aspects of government bureaucracies, addressing critical themes such as merit-based recruitment, professional training, and the status of public employees. By analyzing how different states adapted their administrative machinery to meet the demands of the modern era, White illustrates the shift toward professionalized governance and the pursuit of efficiency in public service. The study considers the relationship between the administrative apparatus and the political branches of government, emphasizing the need for a stable and expert workforce to ensure the continuity of state functions. As a foundational contribution to political science and public policy, "The Civil Service in the Modern State" serves as an essential historical resource for understanding the evolution of the administrative state. It offers deep insights into the challenges of managing large-scale public institutions and remains a vital reference for scholars of governance and institutional history. This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.
