It recurs, and it grows.Here is the part most boards have not modelled.The first compliance period was set at levels that caught mainly the worst performers, so most buildings came in under and concluded they had no problem. The limits beginning in 2030 are dramatically tighter, and reporting suggests they will affect roughly three quarters of covered buildings - including many sitting comfortably under their cap today.Only around a fifth of affected buildings are expected to meet the 2030 caps without significant work starting now.
