[4] pages, entirely in manuscript. The Letter, written neatly by a staff member, is signed in ink by Colonel Webster, who was a U. S. Congressman from Maryland during the War, and the organizer of the 7th Maryland Regiment, of which he served as a Colonel. The Letter ends in the middle of the third page. The rest of the document is taken up with signatures and brief remarks of officers in the chain of command. These include a partially printed document signed by Major General Meade. Some old folds, with expert repairs along the folds without text loss. Otherwise Very Good. The signatures and remarks include a partially printed document signed by Major General Meade. General Meade signs his name in ink, "Geo G. Meade." He forwards the Letter and accompanying comments to the Adjutant General of the Army, "With the request that this officer may be returned to his reg't for trial." He is identified as "Major General Commanding," on stationery printed in Gothic type, "Head-Quarters, Army of the Potomac," and dated Aug 31, 1863.
