Print on Demand. This book is an address by Illinois politician, William M. Dickson, on policy directions supporting civil equality for African Americans following the Civil War. Published a few months after the assassination of Abraham Lincoln, Dickson’s speech argues for the rights of emancipated slaves and the enfranchisement of African Americans. The author posits equal protection under the law as the only true basis for Reconstruction and asserts that this policy is in accordance with “the higher sentiments” of a democratic society and is thus the most likely policy to succeed. Dickson pits himself against the views of those who advocate leaving the defeated Southern states to govern themselves, predicting that such a policy would simply allow rebel elements to regroup and reassert their former power. Instead, the author advocates for a policy of enfranchisement and the admission of loyal Southern representatives into the Federal government to offset the votes of former slave owners and prevent a reversal of Reconstruction policies. Throughout, Dickson grounds his arguments in the principles of the Declaration of Independence and the inherent rights endowed to all persons, regardless of race or condition.
