Humanity lives underground to escape the deadly heat, only seeing the surface through the eyes of remote-controlled robots called Re:Anima. Shinano and Kara are members of the Enforcement Bureau, policing surface crime and illegal Re:Anima mods. But Kara has a secret: He lives on the surface full-time, in his real body!

Halloween in Tokyo, and the weather is relatively mild: 76.2 degrees Celsius, or 169 degrees Fahrenheit. Earth is bathed in deadly UV radiation, driving humans underground. But the surface isn't deserted. Citizens use neural links to control hardy, robot versions of themselves called Re:Anima. The organization maintaining order in this new urban landscape is the Enforcement Bureau. Shinano uses her exceptionally strong and agile Re:Anima to catch the bad guys.
