Conway stared at his own words in the notebook for a moment. That concept would be one heck of a challenge for a national intelligence agency to pull off in a short period of time. Syndicates, criminal or terror, were notoriously hard to pin down in a way that had any legal sanction at all. But The Project could do it, because they didn’t have to play by the same rules.
All they needed to do was beat a commie mafia, protected by Spetsnaz GRU and get away with it, in a country where the local authorities were more likely to arrest their team than the bad guys.
