Introduction:
The Scout Movement has a worldwide presence, with more than 50 million officially registered members. In Peru, its origins date back to 1911, established by Master Juan Luis J. Rospigliosi Gómez-Sánchez. Like any institution, it has experienced various stages throughout its history. In 1967, under the government of Fernando Belaúnde Terry, Law 16666 was approved. In addition to granting tax benefits, land, and other resources to the Asociación Nacional de Scouts Peruanos (National Association of Peruvian Scouts), this law also provided legal protection for its literature, terminology, programs, and methods—effectively establishing a state-backed monopoly on Scouting in Peru. While this was initially positive for the development and consolidation of the Scout Movement, over the years—and following the eras of terrorism, economic crisis, and two constitutional reforms—it turned into an absolute, restrictive monopoly.

About the Book:
This publication is a contribution to the development and consolidation of the renewal process of the Scout Movement in Peru. This process has been taking place through the emergence of various organizations calling themselves "independent." Here, "independent" should be understood as the direct opposite of what became the "Scout monopoly." Due to its restrictive nature, this monopoly acted on more than one occasion contrary to the principles of the Founder, Baden-Powell. This created an urgent need for local groups and members to reclaim their autonomy and direct connection to the grassroots, brewing a "new current" over the years—a true renewal of the Movement itself. This revitalization positively impacts both the community and the organizations involved, and it is narrated with absolute clarity through concrete, straightforward, and deeply meaningful events within this book.

Rodolfo Ponce De León La Serna, the author, reveals this renewal process of the Scout Movement from the inside out. He showcases the local, inter-institutional, and international work carried out over the exact span of one year, within a context that was adverse for everyone. This journey is reflected through various photographs and first-hand accounts from identified individuals who took part in these actions, granting the work a historical validity that goes far beyond the author's own narrative.
