The collision between hp, “law,” and ḫpr, “to become, come into being, develop, transform,” opens an extraordinary doorway. The two Kemetic words are linguistically distinct, but placed beside one another they generate a philosophical sentence almost too perfect for the larger theory: hp is the law; ḫpr is the becoming governed by the law. That produces the Law of Becoming. Existence does not simply appear and then wander around without constraint. To become is to move through possibilities under relationships that determine which transformations can occur, which can persist, which can reproduce, and which collapse. Becoming is lawful change.

That makes Kheper an almost irresistible literary candidate for the first lawyer. Not because the Kemetic word ḫpr literally means lawyer, it does not, but because Kheper represents becoming, and becoming cannot occur without law. Every transformation must somehow argue its case before reality. A possible state presents itself. The laws answer. The configuration either holds or it does not. The molecule forms or fails to form. The orbit stabilizes or changes. The wave reinforces or interferes. The organism adapts or loses function. Reality continuously issues verdicts, and the only arguments it accepts are physical ones.

Kheper is therefore the lawyer of becoming because becoming is the case being argued before the court of existence. The evidence is the resulting state. The judge is physical consequence. The precedent is everything that has successfully persisted before. The record is information. Ma’at is order. Hp is law. Ḫpr is becoming. The universe is simultaneously courtroom, evidence, litigant, and verdict.

A lawyer is commonly called a mouthpiece because the lawyer gives organized language to a position that must be presented, defended, interpreted, and made intelligible. That seemingly ordinary expression is unusually rich beside Kemetic creation theology because Ptah's creative activity in the Memphite theological tradition is associated with heart and tongue: conception through the heart and expression through the tongue. Thought is articulated command. Internal formation is external formation. What exists inwardly as organized possibility is outwardly expressed reality.

That is remarkably close to our Information Rule. Information begins &/or ends as inner formation. It is a relationship organized internally before it is an external action. The mouth then exports the organization. Thought is pressure waves. Internal electrical and chemical activity is muscular coordination. The lungs provide moving air. The larynx modulates it. The mouth shapes it. A private state is a propagating wave that can enter another nervous system.

The mouth is therefore literally an information transmitter...
