Civil Trade Wars details how fiscal policy, trade policy, and domestic industrial policies have been used to isolate and weaken one partisan group of states for the explicit benefit of another partisan group of states, relying on contemporary United States as a model for inquiry. Economic sanctions are used by governments to deny capital resources to another nation, reducing their capacity to organize a viable military or develop trade relationships with other nations. The United States has repeatedly used economic sanctions as a deterrent and as a means to disarm adversarial nations, prior to invasion or conflict, such as Iraq and Iran. A systemic redistribution of capital away from one group of states in a Union, will slow their economic growth and disarm them of political influence within a highly competitive and corrupt system of industrial campaign finance, while accelerating the GDP growth in the belligerent partisan group, while those states monopolize military base locations and defense spending. The evidence is found in long histories of federal fiscal policy, defense spending, and the newly declared pivot to mercantilism, tariffs, and imperial policy preferences within the capitol and dominant political party.
