Based on papers given at the fourth Orecomm Festival, Voice & Matter, held in September 2014, the 17 essays and conversations in this collection address topics in communication for development and social change. Anthropology, communication, and other scholars from Europe, North America, Australia, and South Africa address the role of communication in culture and development, in terms of cultural identity, oppression, and cyberspace, as well as the political economy of the development industry, the role of volunteers in development cooperation, and the legacy of cultural theorist Stuart Hall; the role of ethnography in exploring agency and citizen engagement at the margins, with case studies of voice in a low-income area in New Delhi, India, the mobilization of the urban poor in informal settlements in India, the film representation of sex workers in India, engagement with local radio shows in Africa, Australian aboriginal television (particularly Redfern Now) in remote communities, and the film Gringo Trails; and how hope informs citizen engagement and struggles for freedom, equality, and justice.
