Part two on Transition refers to the incorporation of dynastic rule, frontier management, immigration of the Nepalese and introduction of modern education in the traditional Dukpa structure. Part three on Transformation reports on the emergent political culture, ethnic conflict and the efforts to remove the ethnic stalemate. Furthermore, it portrays the policy of ethnic integration initiated by the third Wangchuk [Wangchuck] ruler in 1958, which has been given a go-by in favour of an aggressive Dukpa traditionalism causing misery to the people and violence to human rights. At last, it takes note of the King's decision to surrender his privilege to head the administration in favour of elected Council of Ministers.
