Indeed, while this local community remains fully within the framework of national sovereignty, it is distinguished by its de facto extraterritorial status. This situation has a significant impact on the land governance framework in place there. How is land managed in Touba? What are the key factors for analyzing this situation of legal limbo? What recommendations should be made to unify the legal framework for land matters at the national level? This study seeks to provide an answer to this persistent issue, which should be addressed in Senegal's upcoming land reform. Should a multi-stakeholder framework then be established, comprising both religious family leaders and state representatives, to ensure a coordinated, consensual response backed by effective guarantees of implementation? The land tenure status of Touba deserves in-depth consideration, once and for all.
