In the broadest sense, strategic talent management is progressively replacing the notion of human resources management. Every employee possesses talents that must be developed strategically to achieve set objectives.While talent management is deployed effectively in the most managerially high-performing organizations, this is not yet the case within the State civil service.This book gathers and condenses the research work carried out by the author in his Master's theses in business administration from the University of Paris Saclay, a Master's in HR Management from the Igensia Group, and the MBA in strategic management, provided by the French Institute of Management (IFG) and Georgetown University (Washington D.C.).This work was conducted during the 2009-2015 period. It led to a series of nine concrete recommendations aimed at optimizing talent management in the State civil service through private sector methods and techniques.
