Strategic management must recover its understanding of organizational complexity which has been lost over recent decades due to the domain of economic theory in organizational and managerial processes. Thirdly, most government and international agency policy programs in Indonesia have failed due to a lack of knowledge of entrepreneurialism and a lack of government capabilities.
