After serving as an Army reservist, he joined a leading Kansas City law firm in 1959, where he specialized in business law, including public stock offerings, mergers and acquisitions, and bank regulation. His work, particularly in the banking sector, earned him recognition in Best Lawyers in America. For over forty years, Howard has been concerned about America's fiscal policies and the growing national debt. On multiple occasions, he expressed these views through letters to the editor of the Kansas City Star. To communicate his insights more effectively, he decided to write a book that explores the overlooked aspects of fiscal policy in recent decades.
