Vickie Williams Phelps is superintendent of the Taylor Independent School District in Taylor, Texas. She has been superintendent in three districts in two states. Elizabeth F. Warren is the president and CEO of Educational Policy Initiatives Corporation, an educational consulting firm. She has over 20 years of experience in public education having served as an assistant superintendent, consortium director, and government relations counsel.
