In the near background we see the picture of country life in its untutored, undisciplined and, consequently, unavailing competition With the modern town. In the foreground we see, through the application to the country of the methods to which the town owes its progress, the dawn of better things. But the central fact of these utterances I desire to emphasise is that, in the mind of the President, the situation to which he is calling public attention is clearly one of which the Department of Agriculture holds the key.
