SIR: The accompanying "Description and Rules for the Management of the Springfield Rifle, Carbine, and Colt's Revolver, Calibre .45", having been prepared under the direction of the Commanding Officer of the National Armory, are herewith respectfully submitted for your examination and approval, and for authority to have the same printed for the use of the Army.
