With all due regard to the opinions of men such asL eibnitz and Kant, not to mention the names of yet profounder thinkers, on the subject of perpetual peace, we are bound to admit that psychology in general has hardly allowed itself to be sufficiently interested in this question. Has this arisen, we may ask, from indifference or scepticism but after all, what matter? The main fact remains, that progress is being made in every direction, and it is of little moment to know to whom we owe the work.
