This large and very able Committee, under the Chairmanship of Mr. Peleg Howland, has had a very strenuous year. They have had to give great time and thought to very weighty problems, problems that affect the commercial interests of this city not only at the present but for future years. Among the problems that they have dealt with have been the question of the Spadina Avenue crossing, level crossings in the northern part of Toronto a serious freight congestion, the questions of freight rates and regulations and specific discrimination, etc as between conflicting points, the question of telephone service and its betterment and of the formation of a Traffic Department which I refer to later, as well as many other matters, and I would only add that only those who are on this committee and are in touch with the Council and Executive of the Board can form any conception of the burden of the work that has been undertaken by this committee and its Chairman, and it is with pleasure that I report to the members of the Board the obligation that restsupon every member for the work done by this committee.
