The Act of February 6, 1830, P. L. 39, forbidding the peddling of clocks, except by persons who have obtained a license, is constitutional. It is a police regulation and makes no discrimination between citizens of this and of any other State, and is enforceable against citizens of other States, or their agents, peddling clocks in this State.

Where B. Delivers to A. A clock, which he says he is selling on the instalment plan, and a contract is executed, whereby A. Rents from B. The clock for a given term at a specified rate per week, and B. Agrees that at any time within the term A. May purchase the clock at a price equal to the rental for the term, and be allowed on said price whatever he had paid under the agreement, the transaction is a sale and not a leasing.
