IN 8. Great empire, such as France or Great Britain, it is desirable that there should be a Minister of Public Instruction, specially charged with the super intendence of all educational affairs, in regard of which the intervention of the state is needed but in small communities it is not advantageous to create a machinery more cumbrous or complex than the neces sity of the case requires. We may, therefore, assign to the department of the Interior the superintendcnce of public instruction, as a branch of administration which naturally belongs to that department.
