Sec. 3. It shall he the duty of said mayor, together with the superintendent of police, to enact, modify, repeal and publish, in writing or printing, from time to time, orders, rules and regulations tor the general discipline and duties of the police force, in conformity to this act, subject to the approval of the common council.
