Excerpt from The Development of a State Policy in Road Building in North Carolina
Legislation providing for the construction and mainte nance of a State system of hard surfaced roads connecting county seats and other principal towns of all the counties of the State will be one of the overshadowing issues of the 1921 Legislature. Every section of the State is aroused over our road situation as perhaps over no other question, and are demanding relief. From-the very beginning; the mat ter of providing roads has been left in the hands of neigh borhoods, townships, and counties, in turn, and each method has proved inadequate. Since the advent of the motor vehicle, it is realized more than ever that these smaller units cannot provide funds to construct and maintain the roads so that they will bear the traffic that now goes over them, for no longer is traffic confined to neighborhoods, townships or counties; but is inter-county, statewide and nation-wide. Thus it devolves upon the State to formulate a state policy in road building SO that present inter-county and state-wide traffic may not only be maintained but may be encouraged. The state has gradually been coming to this point of view and it now seems certain that decisive action will be taken.

This book proposes a state-level highway policy centered around building and maintaining a system of hard-surfaced roads connecting county seats and commercial towns in North Carolina. Launched in 1915, the stateâs road-building program initially involved local governments and did little more than offer advice to counties and townships. A 1917 law granted the State Highway Commission more authority, allowing it to work with counties in laying out a statewide system of highways. The 1919 law established a new State Highway Commission, designating a state highway engineer, and appropriated funds for road maintenance. The author argues that none of these measures provided a sufficient plan for road building on a statewide basis and calls for a comprehensive plan that would ensure adequate maintenance of all roads in the state system. The author delves into road-building methods and maintenance strategies used in other states and examines funding sources such as taxes and bonds. The book concludes by arguing that North Carolina could afford to build and maintain a state highway system, emphasizing that such a system would accelerate economic growth and improve the lives of its citizens.
