The Banking System of Scotland is probably the greatest and most original work which the practical genius of the Scotch people has produced in the sphere of Political and Social Economics. The proof of this is seen, not only in the fact that it has contributed more to the prosperity of Scotland than any other class of institutions within the same sphere, but equally in the observation as patent that, While placed under doubt by the Imperial Legislation of the United Kingdom, it is constantly in State inquiries into Banking and Issue, whether in the United Kingdom or in foreign countries, appealed to as an essential point of departure in all investigations of this subject, and that it is almost as invariably misrepre sented from pre-conceived theory, or imperfectly expounded from want of information. In this predicament, the Scotch people have not only to guard what they have attained for themselves against a tide of innovation, which is strong enough, but also to consider that they have in their Banking System a treasure of principle that may be of value to other countries as well as Scotland, and are, therefore, bound to look both widely and narrowly into it, and see of what it consists.
Beyond this, the Author has little more to say, by way of preface, than to give some indication of the origin and scope of his present work.
