Autorizados por V. E., continuamos el estu dio que habíamos emprendido, y acuyo término hemos llegado, teniendo la satisfaccion de poner en manos de V. E. El proyecto que hemos re dactado y que debíamos acompañar de una breve exposicion, haciendo conocer sus fundamentos, las reformas que hemos creído conveniente pro poner y las bases y plan de nuestros tra bajos.
Con posterioridad al decreto de 16 de Mayo último, se dictó la resolucion por la cual pasó al Ministerio de V. E. La oficina de inmigra cion, y con tal motivo nos manifestó el señor Ministro que el proyecto de que nos ocupaba mos debía comprender tambien esa parte, pues el P. E. Creía necesario colocar bajo una sola direccion las tierras públicas, la agricultura y la inmigracion.
