The issuance in 1966 of reports by the National Academy of Sciences and National Science Foundation marked a turning point in the prevailing opinion of scientists on the subject of weather modification. In contrast to previous attitudes of skepticism, there now appears to be a consensus that modification is a subject of prime importance and one for legitimate scientific inquiry and engineering development. It has been demonstrated that, using existing knowledge and presently available technology, physical changes in clouds can be produced artificially.
