The products Fujitsu made and the processes it followed for software development closely resembled those at Hitachi. In basic software, Fujitsu did not formally establish a software factory but centralized most programming operations at a single facility, the Numazu Works, and adopted factory-like standards and controls during the mid-1970s, beginning with project management and product inspection. In applications, Fujitsu began centralizing programming operations in 1970 and then began standardizing methods and tools before establishing a Software Factory in 1979 to perform detailed design, coding, and testing, often for specifications done in system engineering departments outside the factory.
What distinguished Fujitsu most was the breadth and depth of its competence in computer hardware and software development, including a huge network of software subsidiaries throughout Japan. Like Hitachi, Nec, and Toshiba, Fujitsu built upon skills in telephone switching and electro-mechanical equipment to enter the computer industry in the mid-1950s. It adopted transistors and introduced commercial models somewhat later than its leading Japanese competitors, although Fujitsu also proceeded without foreign assistance, at least until investing in Amdahl in the early 1970s, and relied on a talented group of in-house engineers and careful study of U.S. technology. This strategy of deliberate, independent development helped Fujitsu become the largest Japanese computer producer in 1968, in terms of sales, and remain in this position through the 1980s, with competitive hardware and software products or services in all segments of the Japanese market.
