The last of these organizations accepted the invitation on November 22, 1919. On January 21, 1920, a call for an organizing meeting on February 11, 1920, was sent by the Executive Committee of that Society to each of the twenty-five representatives of cooperating organizations, together with a list of members of the Joint Committee, and an outline of organization that had been previously submitted by the American Society for Testing Materials to and approved by the cooperating organizations.

The organizing meeting was held at the Engineers' Club, Philadelphia, Pa., and was called to order by George S. Webster, then Vice-President of the American Society for Testing Materials, who explained that he had been directed by the Executive Committee of that Society to act as Temporary Chairman; he further stated that C. L. Warwick, Secretary-Treasurer of the Society, had been requested to act as Temporary Secretary until a formal organization of the Joint Committee had been effected.
