Your note of the 12th instant is received. Prompted by the same motives expressed by you, I furnish herewith a brief statement of the origin and cause of the Modoc war, together with copies of official documents pertaining to that subject:

The Modoc war has become a matter of vast importance and serious concern. Blood has been spilled, and treasure is being consumed in the effort to compel obedience on the part of the desperate band under captain Jack, hold them to their treaty stipulations with the government, and secure peace and safety to settlers on our southern border.

With reference to, and for the benefit of, the sensational press of the country - especially that of California - the Modoc trouble was most opportune.
