In making up the subject-matter of this work, the materials have been gathered together, classified, arranged without repetition, and condensed in compact forms convenient for ready reference.
In the preparation of the work, wherever the authorities have been found at variance with one another, the principles and the reasoning which should govern in a treatise for miscellaneous bodies have been kept in mind, with preference for an authority wherever it supports a rule which is in harmony with others that are generally approved for use in ordinary societies. Accordingly, the rules here given are those consistent with one another, which are now in general use in various deliberative bodies.
No author creates the rules which he Writes. It is his province to find out what they are, and to present them in such form as he may elect. It frequently occurs that rules applicable to questions which arise are difficult to find, or are not contained at all in a work which has been adopted as a guide.
