Among the most marked features of the Victorian age are the development of the Press, the comparatively liberal education of the masses, and the increasing organisation of all forms of technological training. Technics, indeed, are quite a nineteenth century invention, as applied to the mass, and are, probably, the natural outcome of competitive examinations, and especially of the general introduction of what is called a scientific base to all, or almost all, regular vocations. The spread of national education, conjointly with the development of the newspaper and periodical to a position of unparalleled power and influence, has enormously multiplied readers, and the demand for writers in the many departments of literary work, is constantly increasing, and is likely to increase still.
