this book provides a critical examination of the National Performance Review (NPR), a 1993 report authored by then-Vice President Al Gore, which aimed to improve the efficiency and effectiveness of the United States federal government. The book assesses the NPR's recommendations, implementation strategies, and overall impact on government operations. The author analyzes the NPR within the broader context of public administration and government reform efforts, exploring its historical significance, theoretical underpinnings, and practical challenges. The book delves into thematic areas such as organizational restructuring, performance measurement, and customer service, examining how the NPR sought to address longstanding issues within the federal bureaucracy. Through in-depth analysis and case studies, the book sheds light on the complexities and nuances involved in reinventing government. It evaluates the effectiveness of the NPR's initiatives, highlighting both successes and setbacks, and draws insights into the ongoing challenges of improving government performance and accountability. This book serves as a valuable resource for scholars, practitioners, and policymakers interested in public administration, government reform, and the evolution of the federal government in the United States.

Those are the key areas of savings. So a summary of this chart is that we are moving on each of these areas to try to implement them at the present time. We are going to implement part of them in the October package. We are implementing part of them through Executive orders issued by the President, and we are going to be implementing them as well as part of the 1995 budget submissions.

Opening Statement of Chairman Conyers
Mr. Conyers. Good morning. We are here this morning to discuss the implementing recommendations of the Vice President's National Performance Review. We earlier met with the Vice President and have invited today the Director of OMB, Leon Panetta, to join us.
The National Performance Review proposes to change the Federal Government in terms of how it does business, and it is a fairly bold, modern-day attempt to open and streamline the bureaucracy, and it began an important change for this government. And I think we are going to be pleased with the presentation that Mr. Panetta is going to bring.
I have a great interest in the oversight of Federal programs, how Federal employees will be treated. Some implementation legislation considerations, how we get more chief financial officers into the government, and the reorganization authority which would go to the administration, which we may want to share with you. Outside of that, it looks pretty good.
Let me recognize Bill Clinger for his opening comment.
Mr. Clinger. Thank you very much, Mr. Chairman.
Welcome, Director Panetta, and Mr. Lader.
