Ma. Rolfe. Mr. Chairman: That is the language of the present Constitution. It is the provision which has stood for twenty-nine years, under which no perpetuity has ever occurred in this State. It includes everything that there is in the amendment of the gentleman from San Francisco, which is only redundancy.
