At a time, when several nations of Europe were shaken in the form of public revolution, and all the world was engaged, either in applauding, or reprobating, the new schemes of policy, or the new application of the principles of the old, when our own kingdoms were greatly agitated by domestic controversies, and about to be deeply involved in foreign wars, by taking an active part in the contests, the uncommon situation of affairs, called forth from almost all public bodies of men, secular or religious, some declaration of their sentiments, and of their dutiful disposition towards the interests of the nation, and its government.
