Excerpt from Life and Correspondence of Joseph Reed, Vol. 2: Military Secretary of Washington, at Cambridge; Adjutant-General of the Continental Army; Member of the Congress of the United States; And President of the Executive Council of the State of Pennsylvania
On the 15th of July, 1778, Mr. Reed, as we have seen, resumed his place in Congress. He remained, with short intervals, at his post till the month of October, when, on his election to the Council of Pennsylvania, he resigned. During this time, his services seem to have been unceasing. He was a member of every important Committee; and, being the only speaking member from his State, seems to have taker! a lead in every discussion. He was one of the Signers of the Articles of Confederation, though not present when the amendments proposed to that ill-assorted instrument, on the part of Pennsylvania, were considered and decided.
