Paperback. Condición: New. Print on Demand. This book is a report on the evolution of science and technology (S&T) policies and programs in Western Europe and their implications for US-European Community relations. The report begins by examining the role of the EC Commission in S&T integration, including its development of the S&T-focused FRAMEWORK Programme in 1985. The author notes the ways in which the growing autonomy and authority of the Commission in determining S&T policy and research programs influences both the S&T cooperation between EC member states and the relationship between the EC and non-member European countries. The author describes the challenges facing US policymakers as a result of the changing S&T landscape in Europe, such as the difficulty in obtaining accurate information on S&T integration and the need to resolve differing US government views on how best to utilize US influence on that process. The author concludes by providing a series of recommendations for US policymakers, including the development of a collaborative relationship with the EC on types and conditions of bilateral cooperation involving EC Commission programs and the creation of a joint US-EC program to provide support for one-year research sabbaticals. This book provides valuable insights for anyone interested in the evolving relationship between science, technology, and policy in Europe and the United States.
