As has already been said, the Western States were totally unprepared for the impending struggle. It may be asserted with almost literal truth that neither arms, ammunition, nor equipments existed there; we had nothing but the men, - all else was to be created. Another great difficulty arose from absence of government funds; the subsistence department soon supplied its agents with money, but none was received8 the campaign IN western virginia.
