The so-called New Start Treaty between Russia and the United States entered into force in February 2011. Consequently, this treaty constitutes a baseline for all future bilateral, if not multilateral, efforts at arms control and nonproliferation involving these two powers, including President Barack Obama’s long-term commitment to reaching nuclear zero.
