MY DEAR VICE-CHANCELLOR, I send you herewith a Memorandum on the subject of possible reforms at Oxford University, which, together with this letter, I shall be glad if you will communicate to the members of the Hebdomadal Council. The genesis of this paper is as follows. In July, 1907, Debate in a debate was initiated in the House of Lords by the Lords) Bishop of Birmingham, himself a distinguished Oxford July 1907 man, in which he asked for the appointment of a Royal Commission to inquire into the endowment, government, administration, and teaching of the Universities of Oxford and Cambridge and their constituent Colleges, in order to secure the best use of their resources for the benefit of all classes of the community. Previously to this debate, the subject of such changes had been much discussed in the press and elsewhere, and Bishop Gore sspeech lent form and authority to criticisms that had already obtained a wide circulation.
