Prisons were no longer flooded with drug dealers and addicts. Violent acts monopolizing production and drug distribution were curtailed, and the legal status of taking drugs was all but acceptable except for a few isolated countries. No longer were day to day drug cartel’s business practices perceived as threats to governments. The forward thinking nations had freed up billions of dollars from policing narcotics. Their monies and personnel could now be used for the betterment of society. Roberto Coto, the new democratically elected President of Costa Rica with his Chief-of-Staff, Matt Papaz, and his old friend, Frederic Valance, had carefully circumvented the usual money laundering techniques infusing millions of dollars from the notorious Tijuana cartel into the Latin American country. His political and personal persona manufactured after the Porter affair was clean and impervious to public scrutiny. His identity for the entirety of the past four years had been safe. Breaking his three years silence, Frederic Valance's email was an unexpected shock to Matt Papaz. The communication was a horrifying prospect to both the president and his Chief-of-Staff. Years earlier an arranged Valance had established a method of communication to his past associates should it be required. This email was enough to stop Matt Shaw in his tracks.
