Seven studies examine the effectiveness of micro demand- side economic policies that seek to either induce firms and government agencies to increase the employment of less skilled workers, or raise the pay and benefits of low-skill labor. The authors draw a number of conclusions including: wage subsidies to hire disadvantaged workers raise demand for low-skill labor; subsidies to locate business in impoverished areas are ineffective; public employment policies raise job rates, but not wages; mandated wages raise compensation with little cost in employment levels; and profit-sharing has little effect in increasing jobs.
